ÖkoKauf Wien is the City of Vienna's sustainable procurement program. It sees itself as a tool for the implementation of strategic programs by implementing sustainability goals in procurement practice. Implementation is based on catalogs of criteria and guidelines that are developed by experts in working groups and are binding internally.
The city government's 2020-2024 program calls for the review and adaptation of the eco-purchasing criteria and guidelines with regard to their relevance to the circular economy, climate adaptation and climate protection. With regard to the municipal procurement processes in the construction sector, we were commissioned to review and evaluate the existing criteria catalogs and guidelines under the leadership of the Planning and Construction working group. Recommendations and measures for the further development of ÖkoKauf towards a Green Circular Procurement program were developed in order to meet the requirements of the government program and the Smart City Framework Strategy. The results were summarized in an “evaluation paper”.
Rethinking procurement: ÖkoKauf+
In addition to evaluating current ÖkoKauf criteria catalogs, it was also necessary to develop ÖkoKauf performance profiles for the planning of circular construction: The course for climate-friendly procurement in construction must already be set in the upstream planning processes. Their importance was specified in the position paper on planning and construction. These planning contexts refer directly to the further development of ÖkoKauf to ÖkoKauf+, whereby the relevant aspects have been expanded to include the circular economy, climate adaptation, climate protection, soil protection and biodiversity. In terms of content, the position paper thus represents the vision of a circular, CO2- and sealing-neutral and climate-adapted city.
Accordingly, in addition to the ÖkoKauf position paper, performance profiles are being developed that compile the state of the art and practical experience. These drafts were handed over to the newly created staff unit of the Vienna Building Department, the DoTank Circular City 2020-2030, with the management of the ÖkoKauf working group for planning and building.
